The Research On The Cost Control Of Construct Project Associated With University

Construction projects of colleges and universities are large in scale with limited time and capital from state allocation and selffinance. The management of construction projects is not intensive resulting in huge budgetary estimation over rough calculation and settlement over budget. In this paper, based on the knowledge of project management and experience in financial affairs of college, with some relevant references, cost control was analyzed as a key point of investment control from different stages of a construction project.Based on a large amount of literature and practice research, on the problem of construction cost control in Colleges and universities, the main work is as follows: the problems about cost control existing in the design, complication and finished stage of construction projects were puts forward based on the analysis of characters, cost structure and project cycle of construction projects of university and the general methods of cost control of oversea projects; given a example of construct project of university, the cost of the construction project was analyzed with related project management theories, and the conclusion was drawn that main causes for the project cost out of control was the change of engineering. These engineering changes were due to the modification of design scheme, further development or previous omission of a project design.According to the different stages of engineering construction project, the specific propose cost controlling measures were proposed. Namely, for the design stage, bidding the design of a construct project, reforming the design cost standards and paying methods, establishing the compensation system, plus life cycle cost analysis and the application of standardized design method; for the implementation stage of a construct project, implementing a responsibility system, quantity price separation principle,"hierarchical control, signature with limited quaota", better the signature on worksite and so on; in the completion stage, auditing the differences between the implementation and the design of a construction project, determining price of the changed part, dealing the cost of claims, checking the signature for daywork advanced payment, progress payment, on behalf of payment, as well as warranty margin method.Finally, cost control of a comprehensive academic lab building project was used to discuss the methods on the construction projects in Colleges and universities, and to verify rationality and feasibility of the set of methods. These would be a good reference to gradually improve the method of cost control of construction projects in university.
