Since the late1990s, with the rapid development of China economy, the energy demand of our country is growing. Oil transport and exploitation industry as an important safeguard for energy consumption of our country is to accelerate the pace of development. What followed is the frequency of offshore oil spilling rising rapidly. The oil spills occur frequently not only causing huge economic losses, but also causing the destruction and deterioration of the marine environment. It will make the marine creatures face crisis.In order to make the work of oil spilling recovery and processing more quickly and effectively, the maximum reduce the losses of economic, prevent marine environment from greater damage. It’s very important to providing real-time and accurate oil film information for the work of oil spilling recovery processing. Oil spill information detection technology is always a difficult technical problem which international companies very concern. Especially for the detection of oil film thickness, until now, we have no practical way. And now for the oil spill detection sensors that most of them could only detect single information of oil spill. The lack of an integrated oil spill detection system which can simultaneously acquire the spilling area, film thickness, kinds of spilling oil and other oil spill informationBased on the study of relevant literature, we start to do the research and construction work of offshore oil film detection system. First, throughout understanding the key technologies and developments of film detection in domestic and foreign, propose a new method to detect the proposed film thickness and the design of film thickness detection sensor, including electric and structure design of detection sensor. Second, based on the analysis of various types of spilling area and kinds of spilling oil detection technologies construct oil film information detection system by combining film thickness technology which proposed in this paper with visible light, thermal infrared, ultraviolet spilling area detection technology and kinds of spilling oil laser fluorescence detection technology combined, which can detect film thickness, spilling area, kind of spilling oil in real-time. Calculate the amount of spilling oil according to the data of film thickness and spilling area which detection system gets. It will provide accurate first-hand information for the work of recycling and clean-up, and also for the assessing of economic losses. Finally, develop the host computer software which integrates film sickness calculating algorithm, spilling area oil calculating algorithm, spilling quantity calculating algorithm and so on. Construct offshore film information detection system that remote obtains film information. Bring about informatization and integration of obtaining the information of film thickness, spilling area, oil spilling quantity and kinds of spilling oil.
