The concept of "Green Trip" gets more attention among people with the rapid increase of city problems. The public bicycle-sharing system emerges and gets rapid development. However, many problems are caused in the course of the actual operation, and it restricts the long-term development and the scale, that is how to solve the difficulties of customers’renting and returning the bicycle and how to minimum the cost. According to the operation experience of domestic and foreign and the related research, it is found that the reasonable schedule is one of the crucial methods to resolve the problems in public bicycle system.The thesis lists the analysis of the operation situation in Hangzhou, Shanghai, Wuhan, Pairs and other places. According to the characteristic of the system and actual status, an analysis method of the scheduling demand of rental station in public bicycle-sharing system is proposed. And the confirmation of the scheduling demand plays an important role in the promotion of the social and commonweal of public bicycle. Meanwhile, it should make the cost minimized under the maximization of user satisfactory degree. Moreover, the thesis analyzes the repositioning strategies in the system and a two-stage scheduling strategy is proposed.Considering the factor of the customer satisfaction and cost, the thesis analyzes the influencing factors of scheduling and a method of quantification is presented. Applies with two-stage scheduling strategy, a scheduling model is established with prediction mechanism, customer satisfaction and the least time. Owing to the requirement of scheduling and the characteristic of the scheduling model in public bicycle-sharing system, a solving method of model based on neighborhood search is proposed. Taken the actual operating data of Wenzhou public bicycle system, the comparisons of some experimental parameters are made by selecting various numbers of rental stations. The experimental results indicate the effectiveness and practicability of the model presented in the thesis, and the minimum cost.Finally, the thesis designs and implements a public bicycle-sharing scheduling system, which integrates with the two-stage strategy, the scheduling optimization model and the related calculation algorithm. The system integrates the functionalities including scheduling management, route planning, management of rental stations and management of scheduling managers and etc. It is convenient of operation managers and high efficiency to use.
