Investment control of projects affect the applicability and investment resultsof the construction of the projects. It is an important indicator to evaluate thesuccess of the projects which gives a picture of the level of project managementof an enterprise. In practice, investment control of projects is very hard toachieve. Instances of over budgeting and over proposed budgeting happens veryoften in many projects of grand scale. This is due to the complexity of projectinvestment and the nature of the projects.1000kV UHV AC pilot demonstration project is a complex mega systematicproject with technology innovation. It is China’s first pilot demonstration UHVgrid construction project. It involves complex technology. The main equipmentsare designed and developed first time domestically. The main purpose of thisthesis is to study how to reduce risk, achieve the objective of investment controland the project construction, and verify the applicability of the project.Based on current domestic and international research on investment control,this thesis focuses on the nature of the1000kV UHV AC demonstration project.It combines theoretical and applied research. Through studying the top designand blueprint of the management of1000kV UHV AC demonstration project andthe crucial steps such as project design and development, bidding an dconstruction, this thesis explores and draws conclusion of how to effectivelycontrol project investment.Firstly, this thesis points out that the importance of setting up strict andeffective investment control, strengthening coordination and efficien tly manageall steps of all steps as effective means to ensure investment control of the megaprojects with technology innovation. Secondly, this thesis emphasizes that thecrucial part of the design and development is to find common ground of thereliability of the project and the cost efficiency. These two elements areindispensable. Due attention should be paid to the rationality of the design andPerfectibility of the function to ensure the safety and convenience of operationand maintenance and easy construction; at the same time advanced applicabletechnology must be proactively used and make great effort to engage in design innovation and improvement. Thirdly, this thesis proposes to select appropriateprocurement and put in place specific design of procurement document reviewprocedure and principle of granting contracts. For the first time, this thesisproposes a new procurement procedure to combine the two stage bidding andcompetitive negotiation to rationally control the price of the project unde r thecondition that the quality of the equipments is guaranteed.The research of this subject can guide the future investment control in UHVprojects and setting standard management procedure by learning the experiencesof the demonstration project. In the meantime, it will serve as a useful referenceto other large-scale public infrastructure and constructions of technologyinnovation.
