Power communication network is an integral part of power system to ensure grid security, stability, and economic operation. It is also critical infrastructure of grid. After carrier communication, microwave, fiber optic three stages of development, power communication is currently dominated by the optical transmission system. Practical and multi-dimensional evaluation or quantification methods can effectively reflect the condition of the optical transmission network. Therefore, constructing index system based on the purpose of evaluating different dimensions of power optical transmission network is of great significance.Focused on building optical transmission index system based on different evaluation purpose, and deeply studied methods of quantitative analysis and comprehensive evaluation theories.Firstly, studied current indicators of optical transmission network. Summarized Power Communication optical transmission network indicators form the line, equipment and system-level through absorbing current indicators, meeting practical demands, and designing some composite indicators. And give interpretation and calculation methods for every index. Researched on optimization content for multiple objectives. Analyzed the index system presence of co-linear and redundancy. Selected index to form system for different evaluation purposes contained the planning and construction, operating condition, and investment result. And then, optimized the index systems and elected minority representative objections with the help of experts.Secondly, determined comprehensive methods for three index systems. Used effective method to quantify the indicators. The planning and construction index value range is divided into two main situations intervals and points, so used ridge-shaped function and normal function to describe them respectively, and determined each index cutoff value. Choose utility function as comprehensive assessment method to evaluate operation level of optical transmission network, and then use effective methods to quantify the inverse indicators and moderate indicators to determine each function value of the indicators. Introduced DEA comprehensive evaluation method, and determined the "input" and "output" variables of investment result index system.Finally, used examples to verify the validity of the index systems and their optimization. Used Fuzzy comprehensive evaluation method to complete the evaluation of the planning and construction and verify the validity of method by TOPSIS method. Operation evaluation has finished by the utility function. Used DEA Comprehensive Evaluation Method to complete the evaluation of the investment.The research results have practical and great significance for power communication optical transport network management and assessment. This paper can provide reference for power communication actual operation and professional management.
