In 2013,during President Xi Jinping was visiting four Central-Asia countries,Indonesia and Malaysia,he put forward a grand vision of establishing “The Silk Road Economic Belt”and “The 21 st Century Maritime Silk Road” together, this grand vision is giving the completely new significance of the times to these two old traffic routes.Advancing“One belt and One Road”strategy will supply a multinational cooperation platform with enormous development potential for countries in the region to speed up infrastructure construction, and it will greatly promote “One Belt and One Road” countries’ infrastructure interconnection. “One Belt and One Road” plan is becoming into a solid reality from a grand vision, bringing an important strategic opportunity to the “Going out”strategy of China’s construction enterprises.This paper describes the current status of Chinese construction enterprises contracted overseas projects and the experiences and lessons that completed from the overseas engineering by Hunan Construction Group Overseas Company. Then points out that the current construction enterprise should pay attention to seize the important strategic opportunities of overseas project management problems, and a series of constructive suggestions and ideas have been proposed.There have many difference of the external environment between overseas projects and domestic projects, so the overseas project also must pay more attention to the influence of external environmental factors on project management in addition to conventional domestic project management. These external factors include the culture and religion, policy and legal system, economic and financial, labor resources and labor wages, raw materials and construction equipment availability and weather conditions and so on. Only giving full consideration to the impact of these external factors on the overall progress and difficulty of the construction and making decisions in line with local conditions, and take response actively for a variety of negative factors in advance in order to effectively guarantee the quality and avoid major losses engineering, so the construction objectives can be achieved successfully.
