This paper against the background of the Cross the railway flyover of Heze Danyang Road, mainly describes the general situation of swivel construction method,construction technology and various components of swivel system. According to the structure characteristics of the bridge, formulate a construction monitoring program which adapt to the actual situation of the bridge.This paper establishs the finite element model of 15# pier structure with the help of Midas Civil 2011, analys the each of the construction process before the swivel,and establishs the three-dimensional finite element model of the whole bridge, analys the each of the construction process after the swivel. Finally works out the changes of girder’s deformation and stress at key construction phase.Making actual monitoring and control of the whole construction process of this bridge, by the collecting about analyzing data, determine the linear and stress state of the actual structure, and compared the theoretical analysis with the monitoring data, if there is any error, analysis to find out the error causes; Collected the related construction parameters in the process of construction, and fixed construction parameters when modeling, and make the calculation model is established more close to the actual state of bridge. The unbalanced moment must be test before the swivel of15# pier to ensure the construction security and twist smoothly, known as the weighing test. According to the results of experiment present a reasonable weight scheme, which can make the swivel structure keep its own balance in the process of swivel construction.
