Research On Ecological Control Line Planning And Management Control Strategy In Urban Planning Area In Anqing City

At present China’s urbanization is in the accelerated phase, some contradictions between urban and rural areas are emerging for instance the urban spatial expansion and regional ecological environment deterioration, and the land urbanization faster than the population urbanization. Urban land expansion especially the construction of development area makes land unfit for construction( LUFC) constantly included into urban development land, the land ecological space was erode by the human construction activities. Delimit ecological control line is in order to secure the urban basic security, maintain scientificity, integrity and continuity of ecological system, prevent disordered city construction, under the premise that respect the city natural ecological system and reasonable environment carrying capacity, according to the relevant laws and regulations, delimit the ecological control line combined with actual situation. In recent years, however, the means to delimit the ecological control line and how to control it become the focus of debate, Ecological control line lead to the develop of area inside and outside lack of contact. the rationality of its defined in the process of interest game has been questioned, inadequate understanding of the basic ecological line resulted in the extensive space construction guidance.In the current situation, faced with the rationality and management control of China’s basic ecological control line planning, which foreign cases are summarized, the Anqing C ity Planning District is the case, from the perspective of "anti-planning" theory, stressed the sustainability of regional ecosystem integrity and urban development. Ecological control line delineates in this study, during the current literature theory, natural resources survey collected data, topographic maps, land use maps, urban master plans, remote sensing images and socioeconomic statistics sorting, processing, analysis and integration, based on the coupling of land suitability assessment and ecological security pattern are two ways to control the line of Anqing City Ecology designated ecological control line region consists of two parts, named the ecological baseline area and ecological development area, with a total land area to 621.80km2, accounting for land use planning area proportion of 70.18%, including eco-bottom area of 587.02km2, accounting for land use planning area ratio of 66.26%. Ecological baseline area is exploitation-prohibited region, where can only build the necessary road and municipal utilities, ecological agricultural facilities, parkland and tour necessary facilities, the construction of the remaining items will be banned.Eco-development zone is strictly limited construction area and real estate development is prohibited. This area is not only assumed the function of ecological conservation and environmental protection, and should be in a better position to promote green industries, the development of low-carbon economy, promote industrial restructuring and building a harmonious society in important areas. About ecological control line control strategies, this study how the landing from an ecological control line, and how in- line protection and use of ecological resources, within the terms of the existing constructio n line way to resolve land and ecological control line adjustment mechanism and the mechanism for the implementation of safeguards specifically addressed.The author hope that through this research can provide meaningful reference for basic ecological control line of demarcation and control of the city, but also the coordination of non-construction land and construction land for sustainable development in the planning area in Anqing City making basis.
