Research On Scoping,Evaluation And Recommendations Of The Ha-Chang Urban Agglomeration

In taking Ha-Chang urban agglomeration as the research object, Based on the quality of urban comprehensive evaluation methods to determine the center city of Ha-Chang urban agglomeration are Harbin and changchun, Based on the gravity model of interaction between city and Central cities attract radiation hinterland range of breaking point model,Combined with the existing policy guidance, Determine the Ha-Chang urban agglomerations urbanized regions,a total of 11 cities,including Songyuan,Jilin,Siping,Liaoyuan,Yanbian in Jilin province and Qiqihaer、Daqing、Suihua、Mudanjiang in Heilongjiang province.Evaluate the scope and the development status. And try to put forward countermeasures and Suggestions according to current situation of its problem.This paper is divided into five chapters:Part I :To clarify the research background and target, discuss the research value and significance, and make a brief description of corresponding methods.Part II:To integrate previous research,discusses the connotation an Characteristics of urban agglomerations,elaborate related theories,sum up some research achievement about concept, conotation and Space scoping methods.Part III: In the first section,to build the index system from the aspects of urban comprehensive capacity and the overall development level by adopting the method of urban comprehensive quality evaluation,finally selected urban comprehensive quality in the top two, Harbin and changchun city as the center of the urban agglomeration. The second and third section respectively based on the gravity model and breaking point model to define the scope of urban agglomerations,a total of seven cities,including seven Changchun,Harbin,Daqing,Qiqihaer,Suihua,Jilin and Songyuan. The forth section based on the existing planning guidance to modify above conclusion, eventually determine the scope of the Ha-Chang urban agglomeration including Harbin,Changchun, Qiqihaer, Daqing, Suihua, Mudanjiang, Jilin, Songyuan, Siping, Liaoyuan, Yanbianzhou totally of eleven regional administrative units,33.61 square kilometers.Part IV: To evaluate the scope of urban agglomeration based on ‘the China urban agglomeration development report’,as a result, the urban agglomeration is established. The second and third section, to evaluate the development status of Ha-Chang urban agglomerations from the economy, education and cultural strength, industrial structure, infrastructure construction, environmental quality and the level of opening to the outside world totally six dimensions. To find out problems on the present stage of urban agglomeration and put forward corresponding development countermeasures.Part V: To summarize the research content in this paper,and put forward the shortage and outlook.
