With the rapid development of science and technology, increasing social life in general level,each and every family has a car, which brings great convenience to people. However, in the big city,owing to too many vehicles, roads in short supply and causing traffic congestion that occurs frequently, which brings a great loss to the society. Causing people to the attention of traffic congestion in order to ease the city’s traffic congestion, we need to find the roots to begin to explore. Traffic congestion is mainly caused by the deterministic case and random case, the deterministic case above for example the rush hour, we can be through mathematical modeling appropriate to maximize the use of existing roads to ease congestion, which is mainly limited to the road itself, so it can only be optimized by improving hardware facilities, which is not discussed in this paper; for the random case such as traffic accidents which is inevitable, because the time and location of the accidents are unknown, so it is not to be solved by conventional methods, even though load path is far greater than the current car.and that the random event brings serious threat to the road traffic, there are on the line by the traffic police that command personally, evacuation to ease traffic congestion, so the traffic accident could result in 4 to 8 hours of traffic congestion, and even traffic paralysis. According to the city this sudden traffic congestion, to explore a new intelligent transportation system, the system in order to reduce the sudden traffic congestion to the city traffic capacity of city road network traffic lag, realize real-time monitoring of each intersection, find a sudden traffic congestion in the first time, it is the junction. And control the phase and period signal intelligent online command signal lamp break the normal procedure, and the coordination of multiple agents cooperate with each other quickly establish shunting route dynamic, so that the upstream traffic command allocation in a timely manner to the right road, to avoid more vehicles into sections of lead on add traffic congestion, which also can timely prevent rapid spread to the whole traffic network congestion. In this paper, by using Visual Baisc 6 and VISSIM4.3 software, simulation platform of intelligent transportation system virtual, verify that this systems effective to improve road traffic rate.
