Search And Practice On The Total Water Control Of Zibo City

Zibo is one of the serious water shortage cities of the whole country, there is an acute shortage of water resource, the local water resource per capita is less than 1/6 of the national per capita value, the shortage of water resource has become the bottleneck of economic and social development of Zibo city. In the face of the serious shortage of water resource in Zibo city, the government on the one hand has carried out large-scale water conservancy project construction, optimizing the allocation of water resource and the implementation of joint scheduling guest water and local water resource. On the other hand, the government has also vigorously carried out the construction of water-saving society and the most strict water resource management system pilot work. Through the practice of recent years, it is found that the total water control is one of the important measures to promote the coordinated development of economic society and resources environment of Zibo city. Through the research and analysis of the situation of water resource, supply and demand of water resource, water pollution and the economic and social development of Zibo city, this dissertation has analyzed the issues of total amount control of water and proposed optimization scheme.Combined with the present institutional measures, administrative measures and engineering measures, this dissertation proposed carrying out the work of the implementation of optimal water resource allocation program, the argument of water resource and permission of water in-taking, limitation of underground water resource, rational utilization of non conventional water resource and water-saving society construction work. This dissertation also proposed implementing《implementation measures to implement the most strict water resource management system in Zibo city as the focal point of promoting total water control work; At the last the dissertation deeply discussed the total water control and effect evaluation. The research of this dissertation has important theoretical guiding significance to improvement the most strict water resource management system and the specific practice of water using quantity control in Zibo City and great practical significance to increasing the efficiency of water using, construction of water-saving society, speeding up the model transferring, adjusting the structure, promoting the development of resource-saving, environment-friendly society, supporting and safeguarding sustainable development of the economic society in Zibo city.
