The energy consumption of heating systems is quite serious, as compared to other countries with high energy consumption, pollution, especially cold regions building and heating system energy consumption has become a major burden on energy. Building and heating system to solve the energy problem is an important strategy to achieve long-term stable development. For the establishment of energy-saving society, China has issued a series of energy-related policies, but the lack of a comprehensive building energy efficiency and energy-saving heating systems and levels of performance evaluation system and effective assessment tools, and complete establish energy index evaluation system is the basis of energy conservation.This article is based on the perspective of the construction industry and heating industry for sustainable development, in-depth understanding of the status quo and development trend analysis of Jilin Architectural and heating systems, by reading a lot of literature to understand the current domestic building energy and heating systems evaluation system and the corresponding evaluation methods, learning and building energy heating system evaluation system established theoretical basis, evaluation criteria, and energy-saving detection technology. On this basis, through the evaluation of architectural design and energy-saving screening and identification of targets, from the heat source, heating network, heat users three aspects and their affiliated evaluation, evaluation of the content and construction of Jilin building energy heating system evaluation index system. In this paper, using the Delphi method, the variation coefficient method, the level of analysis and other methods, through energy efficiency and building heating systems evaluation Jilin screening right to determine the weight coefficients, establishment of energy evaluation levels, and other indicators of evaluation methods to determine the content of research, and ultimately build Jilin building energy index evaluation system and heating system.Through the study of energy-detection technology, energy-efficient than existing methods to detect the theoretical basis and determine the evaluation system to promote the application of energy-saving technical requirements and methods of detection, the use of energy-efficient heating systems and building evaluation index system established in Jilin Province, by example successful energy assessment practice, to determine the feasibility of the evaluation system in the actual saving work.
