China economic has huge development in these years, but environmental issues become more serious. So, the concept of taking the development road of green and low-carbon has been widely accepted. Pipeline system is an important means of transportation, so it is vital that building pipeline transportation of green and low-carbon. But the start of the construction of pipeline is too late, and the understanding of the concept of green and low-carbon is not widely accepted. Besides, for the development of green and low-carbon pipeline transportation, no systematic evaluation index system has been built. This article aims this defect and then expands deeply study:Firstly, this paper introduces the basic theory of low-carbon green development theory related to the green development of pipeline transportation. Using synergetic, analyzing the concept and connotation of green development of the pipeline transportation systematic.Secondly, according to the actual development situation of the pipeline transportation of China, build the pipeline transportation of low-carbon and green development evaluation system, and present the meaning and the calculation method of the indicators in the index system in detail, besides, select the cloud model as the evaluation method.Next, using the West-East Gas pipeline project line as the example to analysis, and using the positive cloud model to obtain the final evaluation result, in order to verify the rationality of the index system.Finally, putting forward corresponding countermeasures for the development of the pipeline transportation of low-carbon and green from the macro, meso and micro level respectively based on the foregoing analysis.
