Vessel traffic management system(VTS) can accurately display the position、 course、speed and other information of the ship on the electronic chart platform, and can help maritime personnel to correctly guide or reasonably schedule the arrival ships and reasonable scheduling, warning ships to get away from danger zones and some special navigation area. VTS plays an important role in water vessel traffic management, improving the informatization, automation, and high-efficiency of maritime sector.A small VTS system with a single radar station for the inland waters was designed and realized in the theme. Firstly, analyzing user’s the requirements. Starting with VTS collection data, and analyze the structure of data source and the function of the VTS system, then we propose a design scheme of the VTS Integrated Information Systems. Secondly, discuss the key technical problems in the system, including the alarming function, compression and transmission of radar digital video, overlay display of system data and electronic chart. Finally, specific solutions are proposed to build and improve VTS integrated information processing and display system. Research results are as follows:Firstly, fixed target echo extracted from captured original radar video data in a period of time is called background. The dynamic data extracted from the background data and a full frame acquired in current, is called foreground data, using different methods to compress and transmit radar digital video according to the respective characteristics of background and foreground.Secondly, this theme describes the classification of system alarm and causes consider practical situation. Furthermore, we discuss the implementation methods and the alarm parameters. The alarm processing model established in this theme.Thirdly, the overlay display of radar digital video、AIS target、ARPA target and electronic chart is achieved based on the VTS transmission network and electronic chart display platform in the development environment of Visual Studio 2010.The design of this system in this theme has been successfully applied to the "Zhicheng Bridge of Yichang VTS project、BaDong Waters VTS station(Serial number is 2010Z942)" and "Universal remote monitoring radar signal acquisition, transmission and operating system(Serial number is 2013H2007)".The research in this paper will be significant to improving navigation safety and the effectiveness of VTS management in the regulatory waters, maintaining favorable navigation environment and order of VTS supervision area, preventing the deterioration of navigation environment or induced traffic accident in the waters due to the increasing of vessel traffic flow, and further protecting the safety of navigation regulatory waters.
