Research Of The Construction Costs Management And Control Measures On Haikou Port Deep-water Berths Project Phase Ⅱ

In recent years, China’s port construction industry has been expanded rapidly. Li Shenglin, the Minister of Transport noted that in the period of "12th five-year plan" China’s transport development had a good start, coastal port construction investment was 101.2 billion yuan, with an increase of 20.9%, separately,642 berths were constructed,99 of them are ten thousand ton berths.Although the port construction develop rapidly,in recent years the construction business enterprise scale has been grown but production efficiency is lower. Carefully analyzing this situation, besides low bid and unscientific management system, high cost of construction project is a very important reason. There are a lot of problems needing to be solved in construction enterprises, such as backward cost management tools and concepts, imperfect management system,vague construction cost evaluation, unscientific selection of construction arrangement, unscientific inventory control, weak contract control, and imperfect reward and punishment system.In this paper, based on Haikou Port deep-water berths Project Phase Ⅱ, construction cost management control methods and factors about construction cost are studied, through analyzing the current condition of construction cost management, the problem existed in Haikou Port deep-water berths Project Phase Ⅱ is summarized. Meanwhile, advanced scientific management measures and processing methods are applied to the project. The main researching contents are as follows:(1)Clear the project construction cost management’tasks, measures, theories and four factors.And summarize the pier construction cost management features.(2)Outline the basic theories of construction cost, including major tasks and methods of construction cost management, and influential factors of construction cost. Summarize the main features of construction cost management for port project.(3)Introduce the natural conditions, basic engineering content and its main engineering quantities of Haikou Port deep-water berths Project Phase Ⅱ.(4) Analyze its scientific and limitations about construction cost management,from five aspects:construction cost management organizational structure, ways and means of construction cost management control, construction cost management, analysis methods of construction cost management, and cost management measures.(5)Using Earned Value Analysis, analytical hierarchy process AHP, economic control theory, contract management measures, technical measures and reasonable reward system applications on the project, solves the problems appearing in the course of construction cost control. Earned Value Analysis can provide a clear evaluation for construction cost control, application of AHP can select marina design, construction technology, material procurement, machinery and equipment renting plans; application of economic theory can execute optimum control of inventory; while using contract management measures, technical measures and reasonable reward system to control the construction cost.
