In the construction of smart grid, electric energy meter is the control terminal and assume the data measurement and interactive function. So the accuracy, reliability and convenience of the electric energy meter affect the vital interests of people directly. Recently years, the construction of Chinese electric power system focus on the smart grid. However, the traditional meter increasingly difficult to meet the development needs of the modern smart grid because of the problems such as low measurement accuracy, single function and difficult interaction between power company and electricity users. The new smart meter based on wireless communication technology, not only achieves energy monitoring and billing functions, but also allows power users and power company for two-way communication. And the smart meter can between a bridge and promote the development of smart grids and smart home further. The research and design of smart meter has important significance and practical value for Chinese electric power system.The standards and norms of smart meter are studied and analyzed on the base of status analysis for the smart grid and smart meter and research on wireless communication technology in this paper. This paper proposes the main functions and the main technical indicators of the new smart meter, and gives the overall structural design based on ZigBee wireless communication technology.The hardware and software of the smart meter based on ZigBee are designed in this paper. The hardware design includes the main control circuit, power acquisition circuit, display circuit and ZigBee circuit design. And the detailed schematics are given. The software design include the main control program, power acquisition program, display program and ZigBee wireless communication program. And the detailed software design flows are given.The test platform for the energy metering and ZigBee wireless communication was built on the foundation of smart meter design. Two most important features of energy metering and wireless communications for smart meter were tested. The test results show that the smart meter can measure the energy accurately and the wireless communication is normal. And the smart meter can fully able to meet the actual demand.
