| Power network is an electricity transmission network that delivers the power from power plant to each user, including transmission network and distribution network. Transmission network is to deliver the power from plant to substations near the users, and then distribution network is to transmit and distribute the power from substation to millions of users.Distribution network plays a role as digesting and absorbing power in power network. Therefore, the rationality of distribution network’s structure as well as the selection and layout of power point will be directly related to the sales of power companies, which also becomes the key factor that affects power supply reliability and voltage eligibility rate. However, due to historical reasons, the early-stage distribution networks have short planning years and less investment capital, resulting in the construction of city’s distribution network being lagged behind the level of socio-economic development. It has restricted city’s economic development, specifically in few distributions of substations, small section of out trunk line, irrational segments of lines, too-large powering radius and small average capacity, etc.10kV distribution network of urban Nanyang is used as an example. Long- and middle-term forecast of power and loads is made by trend extrapolation method, elasticity coefficient method, unit consumption method, load density index method and combining with historical data and economic development characteristics of urban Nanyang. Through detailed analysis of the core area, combining with the existing problems in distribution network and in accordance with the principles of appropriate advancement and economic satisfaction, structure and size of distribution network of the target year is determined and specific construction plan of distribution network as well as various types of user access plan, construction plan of residential electricity is proposed.
