Development and utilization of energy has always been a matter of concern in academia, with the 21 st century clean green energy into the mainstream of development, scholars began to water resources development and utilization of research. However, existing studies for the development of water resources is a top-down, from the perspective of state or government of starting research. In this study, starting from the forest dwellers, study them, and the forest dwellers microeconomic policy development and protection of water resources of cognition and attitude towards water resources development and protection of national attitudes and macro aspects of water resources development combined, Forest Region hydropower resources found problems in the development process, analyze the factors affecting the development of attitudes towards forest dwellers hydropower resources, propose measures to address the problem, in order to promote the rational exploitation of water resources Forest Region.Through field interviews and questionnaires, this study found that Forest Region hydropower resources have been developed to some extent, there has been a series of problems in water resources development process, first, the development of water resources caused by improper rivers. Sixth, about water resources protection, the vast majority of forest area residents have water conservation awareness, but know and enjoy the small hydropower for fuel the state policy, only half and one quarter of respondents respectively.About forest dwellers for water resources development attitude, thirty percent respondents are only able to accept the construction of hydropower stations in the vicinity of his home, where there are three factors that influence the development of hydropower resources of forest dwellers attitude: personal factors in marital status, family factors in the number of children and family socio-economic status and social cognitive factors in the possibility of cognitive development, cognitive development prospects and water resources protection forest dwellers cognitive awareness. When residents of the home of forest land has been expropriated to build hydropower stations, they want to get the compensation is higher farm income, a stable non-farm work or the government give a satisfactory compensation for land acquisition. When reasonable compensation, half of the respondents are willing to give up land.Finally, according to this study, the development of hydropower resources in Forest Region problems proposed strict water resources development and utilization management, strict pre-project approval process, vigorously implement hydropower forest ecological restoration projects, intensify rectification efforts in construction projects and strengthen the regulatory measures of river ecology.
