With the problem of the shortage of water resources is increasing, the problem of reasonable allocation of water resources has been paid more and more attention. The construction of the evaluation index system of rational allocation of water resources and the determination of index weight is the key link for the rational allocation of water resources. In order to make further research on these two issues, the article has conducted system research to the evaluation index system, and analyzed and calculated the weight of index by using various methods.Based on an in-depth analysis of the present situation of water resources in Sanya city, follow the relevant principles of index screening, from the qualitative perspective, the paper constructed the evaluation index system that can reflect the objective reality of water resources in Sanya City. Firstly, the article through the common subjective and objective weighting analysis methods launched the calculation of index weight, specifically, subjective methods including AHP method and G1 method, objective methods including Grey correlation degree method and the mean variance method. The article also from the perspective of the combining of the subjective and objective methods, through the linear decentralization combination method of the Sum of squares of deviations to achieve the combination of the above four methods, the paper get the combination weight finally. The article from other angles to achieve the fusion between the objective and subjective method, taking The fuzzy analytic hierarchy process(FAHP) method and The entropy weight method as an example, through the different order of to achieve the fusion of two methods, and by the way of subjective into objective method and objective into subjective method to calculate and take the average as the final weight value.After experimenting with different weighting methods, the paper got the final result. Through contrastive analysis between the different results, we can find that it is difficult to overcome the shortcomings of method itself and which will influence the rationality of weight results, while the weights obtained by combination weighting approach or method of subjective and objective fusion value tends to be more scientific, reasonable, and can greatly improve the results of the practical value.
