Research On Intelligent Allocation Of Regional Water Resources

Water resources as the most important basic resources of human beings is the source of life, the emphasis of production, the basis of ecology and the important material base to realize sustainable development. However, as the continuous increase of domestic population and rapid economic growth, the contradiction between supply and demand of regional water resources is becoming more and more sharp. It is a serious restriction factor for the sustainable development of China’s economic and social. Under the limited water resources condition, only to carry on the reasonable allocation of water resources, it can realize virtuous circle of water resources. At present, the rational allocation of water resources has been incorporated into water resources law.On the basis of summarizing the allocation of water resources at home and abroad, an intelligent allocation pattern of regional water resources was present in this paper. It aims to improve the reasonable degree of regional water resources’ utilization and provide technical support for regional water resources’ planning and management. A case study of Jiaxing city is carried out. The main contents and scientific research of this thesis are as follows:(1) Summarizing theory, method, development tendency and characteristic of water resources research at home and abroad, analyzing deficiencies among them.(2) Research intelligent allocation model of regional water resources. Introduce mode, composition, working principle, characteristic of intelligent allocation pattern to set the foundation for it.(3) Under the background of the most stringent water management and ecological civilization construction, introduce the current research progress detailedly and build evaluation index system based on its guiding ideas.(4) Combine with the practical utilization of water resources of Jiaxing city in2010, evaluate rationality in the utilization of water resources by using evaluation index system and prove the effectiveness of the model. Considering two strategies of using water, overall coordinated development and regional focused development, generate the feasible solution of using water.(5) Analyzing supply and demand of water resources of Jiaxing city in2020. Under75%reliability, generate solution by using established intelligent allocation model.Results show that the proposed intelligent allocation pattern of regional water resources could generate the expected goal of water resources allocation scheme and it has the characteristics of intelligent. In general, it could provide effective support for regional water resources’planning and management.
