Huai’an City, located in the northern hinterland of Jiangsu province, is featured by an intensive network of rivers and developed shipping. According to the statistics, the annual shipping throughput of the Huai’an section of Beijing-Hangzhou Canal reaches up to 260 million tons. Huai’an area contains 9 aquatic tourism scenic areas,63 ferries, and 1487km inland-river ship routes like Hongze Lake, the Waterway of Huaihe River to Yangtze River, and the channel of Salt River to the sea and so on. Because of the busy cargo ship transport, numerous embranchments, complex and variable meteorological & hydrologic conditions, masses of shipping flows, intensive shipping lanes, the aquatic risks happen occasionally. How to protect the life and property safety in the aquatic emergencies is always an issue raising concern of the maritime sector. The aquatic search & rescue work on inland rivers is a public good that provides search & rescue service for the aquatic tourism, sightseeing and large activities and kinds of aquatic employees in danger by the local people’s government. Therefore, it is significant to study the search & rescue capability to improve the search & rescue service. The thesis, from the angle of public administration, studies relevant issues concerning the aquatic search & rescue ability on inland rivers in Huai’an city, so as to more efficiently improve the aquatic search & rescue ability on inland rivers to protect the aquatic life and property safety on inland rivers.The thesis adopts empirical approach and comparative analysis, analyzes the system and mechanism of the local maritime sector in Huai’an city, the public service and the service products and so on:Firstly, the leading role of maritime sector in aquatic search & rescue is limited; secondly, the level of maritime search & rescue team is insufficient; thirdly, the parties participating in aquatic search & rescue are inactive; fourthly, the supply of modern service products is inadequate. To improve the aquatic search & rescue ability on inland rivers in this city, this is to present the advices as follows:Firstly, strengthen the top-level design to elevate institutional improvement of aquatic search& rescue; secondly, build a normalized aquatic search& rescue team; thirdly, establish and improve the reward mechanism of aquatic search& rescue; fourthly, intensify the construction of infrastructure & modern equipment for aquatic search & rescue.
