The development of China’s economy has promoted China civil aviation. However, with the development of modern air transportation, the problems of air traffic congestion became progressively worse. This not only increases the controller workload, which brought hidden trouble to the flight safety. In order to reduce controller workload, improve work efficiency, and share flight plan, navigation information, it is a trend to introduce the AIMS system.The implementation of scientific research project management system is analyzed in this paper. On the technical side, the thesis uses DELPHI technology, ADO technology, and multi thread technology to implement AMIS System, and uses Oracle database to store data. In the requirements analysis phase, the functional structure is certain, which includes AFTN, FDS, FDM and secondary code synchronization. On the basis of the demand analysis, the thesis further researchs data structure in secondary code transmission. The implemetation of synchronization program is introduced from data structure, data content and the realization method. The AIMS system is implemented based on design solution. In order to find out the problems, a functional testing and performance testing of AIMS system is performed, and the problem is solved. The final system has characteristics of stable, easy to use etc.At present, the system has been applied to Dalian traffic control office which can improve controller work efficiency, reduce the flight delay rate, It is significant for traffic control office.
