With the economic development of our country,people would like to choose civil aviation to as their first choice of transportation or journey,which increases the number of flights,airspace traffic and the load on civil aviation surveillance systems.In this case,the efficient surveillance systems of the aircraft is becoming crucially significant to maintain the security of the aviation operation.For the sake of achieving this,the secondary radar system is considered to be the mainstream of future development.Recently,ICAO further attached great importance to the promotion of S-mode radar technology and ADS-B downlink data link applications at the ICAO Asia-Pacific conference and the S mode will be the critical element of the research.Firstly,the working mode of the S mode and its related research development in many countrys are briefly depicted.The structure of the secondary radar S-mode network system and its operation mode are described.Then,examples are carried out to explain the operation mode under different airspace conditions,which need the knowledge of network to explain.The reasons and solutions of the shortage of the II code are analyzed.Secondly,the combination and the theory of genetic algorithm and simulated annealing algorithm are described.In addition,the methods of gene variation,chromosome crossing and population iteration are analyzed,which is combined with the characteristics of the secondary radar networking system.The algorithm is combined with a matrix and other methods to generate an iterative scheme of the networking scheme.The objective function is designed by various related factors of the secondary radar networking.A hybrid simulated annealing algorithm that can reach the optimal solution is developed.Meanwhile,the simulation area is used for comparing with traditional genetic algorithms and enumeration methods to prove the advantages of the algorithm.Further more,the fuzzy analytic hierarchy process was set up to compare the domestic evaluation of the secondary radar networking system ' s effectiveness.For the monitoring improvement brought by the network calculation,more new evaluation metrics are established and the weight of each metrics was analyzed to establish an evaluation system.Finally,an example of a secondary radar S-mode surveillance system in the east China region airspace was selected.The route,the radar distribution and ground elevation data were analyzed.A scheme with the smallest objective function of the network system is obtained.This scheme takes both high-altitude and low-altitude airspace into account and reduces the overlapping response of aircraft in the overlapping region of the radars.
