Building energy consumption is increasing year by year in China so that building energy efficiency increasingly important, and the introduction of energy management contract is more energy-efficient mechanisms to promote the development of China’s energy conservation efforts. In the process of implementation of the contract energy management, energy-saving effect of the evaluation is extremely important, but because there are some uncontrollable factors, such as climatic factors, the evaluation will have an impact on energy savings. Usually we use heating degree days as an evaluation index to evaluate the influence of climatic factors on the heating energy consumption. The concept associated with heating degree days is heating base temperature, heating base temperature is reference values based on the critical temperature of heating. Heating base temperature used 18℃ internationally, United States is 18.3℃, the UK is 15.5℃, Switzerland and Germany is 12℃. The heating base temperature as 18℃ in our country is consistent with international practice. However, with the development of energy efficiency standards, energy efficiency standards and indoor thermal comfort requirements and other factors, it is no longer reasonable setting our heating reference temperature at 18℃Firstly, we select four thermal partition 29 typical cities, using Energy Plus software to study the effect of different heat transfer coefficient of building envelope on critical temperature of heating. Improving the thermal performance of the building envelope makes critical temperature of heating reduced by about 1℃, and results different critical temperature of heating in the various thermal district.Secondly, this paper analyzes the window-wall ratio, building orientation and meteorological parameters on the critical temperature of heating in referential building, identified the reference value for the critical temperature in different thermal district. The results show that the critical temperature of heating is inversely proportional to the south window-wall ratio, and proportional to the north window-wall ratio, and increasing the south window-wall ratio, reducing the north window-wall ratio is helpful to building energy; In the same city, the building located in the east is the most daylighting unfavorable position and minimal interior heat gain, so the critical temperature of heating is maximum in four kinds of building orientation; Due to the different intensity of solar radiation and other meteorological conditions, different cities lead to a large deviation between the critical temperature of heating, and solar radiation intensity is the main reason.Finally, this paper proposes using degree days value of heating period instead of heating degree days as energy savings contract energy management project evaluation, and gives the error range on measuring average outdoor temperature in engineerin.
