With comprehensive acceleration of urbanization and economic development in China, the increasing infrastructure projects are proposed to improve urban traffic system and fit for the demand of city developments. But building of infrastructure projects may occupy part of existing road resource, so that aggravate the load of traffic system and have a large negative impact on traffic operation, especially on congested road in urban centers. In order to reduce the congestions and traffic accidents caused by road-occupied construction, the traffic operating characters in construction work zones and definition of construction influencing area were analyzed in this paper. The reliability model and sensibility model for travel time based on dynamic path assignment were presented to build equilibrium traffic route guidance model in construction influencing area for better traffic management and organization during road-occupied construction proceeding.Firstly, the calculation method of practical capacity for road in construction influencing area was obtained by analyzing traffic character and results of related research. Then, based on equivalent capacity calculation, proportion of turning at intersection and direction factors of construction traffic flows, the construction influencing area was defined. Furthermore, equilibrium traffic route guidance model was proposed by analyzing reliability of travel time and remain capacity of paths based on dynamic path assignments and sensibility function of each path considering Logit SUE traffic assignment model. The assignment model which is presented in this paper could be used to optimize traffic operation to maximum decrease the negative impact of road-occupied construction.The road-occupied infrastructure projects in Feng-tian Avenue was regarded as an example in last part of this paper. The transportation efficiency factors were chosen as evaluation parameters to verify validity of traffic operation optimization by dynamic travel time reliability analysis. The result of this paper may lead further application of traffic organization theory in traffic improvement of construction projects and provide reference for planning traffic operation of road-occupied construction.
