| With the constantly development of national economy and the rapid advancement of the urbanization process, the number of vehicle possession continues to extremely grow which makes our country enter the mobile era. But the construction speed of road traffic infrastructure couldn’t meet the rate of increase in traffic demands and the contradiction between supply and demand to traffic is increasingly outstanding. What’s worse, the degree of congestion in the center of the city’s prosperity area has even become increasingly severe. Most of the city had began to bear the negative external effects caused by traffic congestion before they could enjoy the convenience brought by the automobile era. The negative effects seriously affect the normal function of the city as well as the sustainable development. The experience of developed countries indicates that the congestion pricing and parking charge are effective ways to alleviate the urban traffic pressure, they affect the travel choice and optimize the structure of traffic demand through the price mechanism to make the traffic system development to the benign direction.Two kinds of charge strategy are separately in the past. However, the implementation of congestion pricing is very difficult and the effect of parking charge in alleviating traffic congestion is subprime, single charge strategy will not play a role to the extreme in easing traffic pressure. Therefore, some big cities at home and abroad began to consider these two kinds of traffic demand management measures at the same time. It is conducive, if they are combined to supplement each other, to solve the problem of parking charge system construction maintenance funding, meanwhile, we can get more public supports find new ways to solve city traffic problems.In this paper, we discuss the situation that the private car travelers who want to enter city central area need pay the congestion fee and the parking fees. It contains two ways for the suburban travelers to urban: driving private cars all the way to the destination or park-and-ride in the fixed transfer point. In the double travel patterns in such traffic network, we will analysis how the mode choice and the route choice will be affect according to the increases of the travel cost which we combine congestion pricing with parking charges for optimization. The combination charging optimization model is established to meet the stochastic user equilibrium condition of the mixed transportation. During the process, we give full consideration to the mutual influence between different traffic flows in the traffic of our country. Moreover, take the differences of the bicycle capacity of private cars and buses into consideration, which makes the model well in line with the actual situation. We will use chaotic simulated annealing algorithm to solve the model in a simplified network. The results show that the combination charging can largely reduce the private traffic flow to some extent, prompting more travelers take park-and-ride travel. |
