As a widely used traffic demand management measure,cordon pricing can effectively relieve the traffic congestion in key urban congestion areas.However,most of the cordon-based congestion pricing schemes used in foreign cities and regions adopt mode of fixed toll-charge method with the same toll rate,ignoring the influence of the distance and time that vehicles traveling and spending in the cordon area on the traffic performance of the network.At the same time,the development of Internet and Intelligent Transportation System also provides a promising way to determine the optimal toll-charge for the traditional congestion pricing scheme by using macroscopic tools.This paper proposes a pricing model based on Macroscopic Fundamental Diagram(MFD)to study the joint distance and time toll-charge problem,as a reference for developing a more fair,reasonable and effective pricing strategy.Firstly,this paper summarizes the theory of cordon-based congestion pricing in urban network,which describes the economic principle and characteristics of traffic congestion pricing,and introduces the drawbacks of traditional cordon-based pricing strategy as well as its application in three foreign cities and regions.On the basis of the practical experience of foreign countries,three kinds of multi-rate cordon toll charge strategies are presented,illustrating the superiority of the joint distance and time toll.By analyzing the basic theory and application of MFD,the traditional Macroscopic Fundamental Diagram is improved.For the artificially-defined boundary of cordon-toll,the impact of inhomogeneous distribution on the performance of network-wide traffic is illutrated.As a result,we introduce a three-dimensional Macroscopic Fundamental Diagram(3D-MFD)that includes density spatial spread as a third dimension to Macroscopic Fundamental Diagram,in order to improve the accuracy of outflow prediction.With combination of the characteristics of 3D-MFD and the multi-rate charging method,a bi-level programming pricing model based on distance and time is formulated.The upper level aims at minimizing the difference between maximum outflow by 3D-MFD parameters and the actual outflow.The lower level considers users’ route choice behavior influenced by joint distance and time toll to formulate user equilibrium(UE)and stochastic user equilibrium(SUE)model under fixed demand.Then this paper designs a path-based GA-SRA combination algorithm for bi-level programming model under SUE to solve the optimal toll-charge problem.Finally,the MFD and 3D-MFD of the example network are compared and analyzed through Vissim and Matlab,and the distance toll-charge function under different time toll rate is obtained by 3D-MFD.The simulation results reveal that the joint distance and time toll-charge scheme can effectively improve the traffic indicators in the road network and make the system run in efficiency.
