Since entering the new century, it forced us introspect the relationship between human activities and nature, while the city construction cause natural disaster more frequently, especially the waterlogging in mountainous cities. Complex Adaptive Systems (CAS), frontier theory of modern system science, indicates the cities developed through the influence of human activities and natural environments as a complex system. As an indispensable factor of nature, there is close relationship between water and city development, such as water supplies for production and daily life, safety problems of flood-waterlogging, water protection and water scenery design. This paper illustrating the adaptability of city construction and water environment, exploring city construction in harmony with water environments in mountainous cities planning.Based on the research background and related reviews, Faced with the current city of frequent water problems to complex adaptive systems theory, learn to deal with climate change adaptation decisions connotation and steps to explore the city water security, ecology, urban city landscape level mountain water adaptation planning model proposed from the body to determine the suitability of urban planning to deal with the complexity of the analysis to adaptation to adaptation planning countermeasures final analysis method developed planning steps.Furthermore, use of GIS spatial analysis method to complete quantitative model building. Models was constructed as follows:(1)Security sub-model:For mountainous topography big cities, and serious cutting surface characteristics, the basic terrain analysis using GIS and hydrologic analysis module, the planning area by constructing a digital elevation model and simulation of micro-watershed planning area runoff in flood control and drainage design storm risk assessment;(2)Ecological sub-model:In response to the high sensitivity of the natural environment mountain cities, ecological resilience and weak features, the use of GIS and spatial overlay analysis module buffer ecological function zoning by ecological sensitivity evaluation;(3)Landscape sub-model:To ensure the mountainous city somewhere urban characteristics, the use of GIS and video gallery space syntax analysis module analyzes the use of three-dimensional control of the auxiliary spindle depending Gallery waterfront landscape viewpoint selected on the basis of the strength of the proposed spatial development planning area controlled by the axis of the road network.In the model verification, Based on New Hakka City of Shanghang in Fujian province, carried out to establish the current situation empirical research, data collection, database analysis and processing of the data space.(1) City water security by determining the 50-year flood inundation area and internalpeak flow, put forward Dingjiang coastal dikes standard Lung village north of recommendations to improve the settings and turn off at the planning area Dingjiang detention basin, the river of the planning area processing and construction of drainage ditches to provide more precise guidance. Through the use of empirical case model adaptation planning methods for planning practices of other mountain cities for reference. In this paper, the following four conclusions are obtained:(1) Proposed adaptive urban planning framework for the implementation of the main determining planning; main complexity analysis; adaptation strategies to develop; achieve adaptation strategies; planning scheme proposed five steps specific guidance.(2) Determine Mountainous City Water Environment-related adaptation planning mode in three aspects of security, ecology, landscape.(3) Use Planning Mode Construction Demolition Hakka town of empirical case for application of the flood control and drainage layout, ecological function zoning and spatial development of strength, such as providing planning guidance.
