| The concept of street is both a familiar and a strange idea to the citizens. It is familiar, for they were born and grew up on the streets and streets have become a part of their life. It is strange, for the streets nowadays are different from those in the past-- it’s not very safe walking on the streets due to the high-speed vehicles, and a lot of activities can only be seen indoors instead of outdoors. Now most of the experience we have of streets comes from the high-speed vehicles. What kind of streets do we need exactly? There has been a debate at home and abroad. Some scholars believe that the function of streets should be specialized to increase traffic efficiency. Others hold that street plan ought to be based on daily life and this kind of function should be focused on. But in fact, most of the streets in modern cities have the feature of complexity and competitiveness.If they are simply grouped into traffic or daily life categories, the function of streets won’t be complete. Therefore, this paper establishes an integrated and comprehensive framework of street plan on the basis of street sharing concept. The needs of city function for street plan are considered in order to guarantee that the final street plan is consistent with the city traffic system and the city land layout.Based on the street sharing concept, this paper establishes an integrated and comprehensive framework of street plan. Firstly, the paper establishes the double dimension street system on the basis of the channel function of city traffic and the space function of city. Secondly, it brings up the idea that the traffic volume observation and public survey can be used to recognize the needs of different groups of people to judge street problems. Last but not least, the paper combines the integration needs of the whole city and the particular situation of the streets, and establishes a competitive distribution measure to deal with space contradictions among different street users.There are six sections in this paper. The first section is the preface to introduce relevant concepts, as well as the domestic and overseas researches and their research methods. The second part is to introduce the complete city street function model, including the analysis of the limitation of traditional classification and the matrix on the basis of street sharing concept. The third one is the complete evaluation system based on the street sharing concept, with the two indexes of traffic and space to judge the degree of street problems. The forth part introduces the research of space distribution on the basis of street sharing concept, that is to distribute street space in a half-triangle method based on the identification of street activities. The fifth section is the case study, with the example of the complete street plan for Lhasa’s old districts and East Beijing Road(Duo Senge Road-East Lin Guo Road). The last part is the summary of this paper, pointing out where innovation and limitation are and which part should be further studied.. |
