Administrative Fragmentation In Urban Redevelopment

Urban redevelopment is intractable in local governance and it is an important issue in the exploration of rapid urbanization process in China.Although the city government plays a very important role in urban redevelopment, there is few sutdies focusing on how its inherent operating mechanism in urban redevelopment and what kind of influence it exerts on urban redevelopment. Taking Nanjing as an example, the paper points out that administrative fragmentation of the city government is a fixed factor of urban redevelopment, and then investigates the the intrinsic relevance. Overall, the main reseach contents of the paper include three parts:The first part,including Chapter One and Chapter Two, is summary introduction and research overview. In Chapter One, it introduces the research background and significance, defining the basic concept of urban renewal, city government and administrative fragmentation/Then it points out research ideas and research methods, and shares the brief introduction of urban redevelopment in Gulou District.In Chapter Two, it sums up the existing research on the role of government cognitive orientation, in the perspective of economics and social management. After going through the reseaches of bureaucracy, it points out that althought power decentralization between city government and district government is very general, the study of this administrative system, especially in the particular field of urban redevelopment, is not sufficient yet.The second part, including Chapter Three, Chapter Four and Chapter Five, consists of the theory construction and empirical research.In Chapter Three, it restores the development process how functions of urban redevelopment comes into fragmentation from centralization. Then it points out the basic framework and prime features of administrative fragmentation of the city government. On the administrative vertical dimension, the establishment of functional department features inverted pyramid -shaped structure, which roots deep in practical needs of the urban redevelopment of China without too much of legal regulation.In Chapter Four, it explores the operating mechanism of administrative fragmentation.There are both cooperation, and friction that is deprived by institutional arrangements, between the city government and the district government. The game inside the city government is inevitable.In Chapter Five it makes the performance evaluation of the administrative fragmentation in urban redevelopment, pointing out its positive and negative impacts.The negative impacts is caused by design defect of the administrational system, and therefore the administrational system reconstruction is very essential.The third part,Chapter Six, summarizes the main conclusions and points out the direction for further research.The whole thesis contains about 36,000 words,16 pictures and charts.
