We consider its features of South-to-North Water Diversion Project, such as long water transferring distance, large numbers of different types of structures and huge investment, which involves more departments, the construction of harmonious environment is difficult. Although the organization structure is relatively stable in traditional management mode, management responsibilities clear, but it is affected by environmental changes and human factors, such as the information transmission disorder is an outstanding problems. This paper attempts the application of concurrent engineering in South-to-North Water Diversion Project construction management to construct a program management model based on concurrent engineering and to improve the efficiency and effectiveness of project management purposes, so as to reduce the time and the cost and improve the quality. Program management is one of the main trends in the development of multi project management. Combining with the meaning of concurrent engineering and its implement experience, this paper discusses the feasibility of its application in the South-to-North Water transfer project group of management, puts forward the theory of concurrent engineering is applied to the necessity of South-to-North Water transfer project group of management and the basic principle, build the South-to-North Water transfer project based on concurrent engineering group of organization structure model, and management process control model of traditional project management mode and the parallel management pattern difference is analyzed and compared. Using IDEF0 modeling method and Gantt chart in Microsoft Project 2010 software the paper studies from concurrent design and schedule management. The paper applies the concurrent engineering theory to the South-to-North Water Diversion Project program management, puts forward a parallel group management mode, to provide theoretical direction for the innovation and optimization of construction project management.
