Research On Management System Building Of Conveyance System Of Central Line Project Of South-to-North Water Diversion Project In Henan Province

South-to-North Water Diversion project is by far the world’s largest water conservancy project and one of the major strategic infrastructures to optimize the allocation of water resources in China. Central Line Project of South-to-North Water Diversion project will play an important role in upgrading the ability of water resources protection in Henan Province, as well as achieving the virtuous circle of ecological environment, accelerating the construction of the Central Plains Economic Area and promoting sustainable economic and social development of Henan Province.Conveyance system plays a key role in the effectiveness of the south-to-north water diversion water supply. The conveyance system in Henan Province involves a wide range of works and coordination task. In order to ensure the safety and efficiency of conveyance system, realize synchronous operation and synchronization benefit of conveyance system with the main project, it is particularly important to research the management and operation system of conveyance system.This study aims at conveyance system of South-to-North Water Diversion project management system suitable for the Henan Province, so as to provide a reference for government policy decision. By analyzing the operation and management of the water diversion projects at home and abroad, according to construction practice of the conveyance system of South-to-North Water Diversion project in Henan Province, I deem that the project has the dual role of the public welfare and profitability, which should follow the principle of sustainable development, co-ordinate arrangements of water resources, fairness and efficiency, welfare-led, combination of responsibilities and rights, according to the system requirements of government macro-control, quasi-market mechanisms operation, enterprise management, the participation of water users, and implement the method of the state-controlled, authorized operation, Unified management, commercialized operation, so as to establish the market-oriented management system of independent enterprise combining with standard and scientific service and effective government regulation.
