As the central conference about urbanization of towns at the end of2013broughtup, city construction should reveal the concept of respecting nature, complying withnature, taking human as an integral part of nature. Relying on existing uniqueenvironment contexts, cities that melt into nature make mountains and waters visibleand nostalgia memorable by residents…(we) should inherit culture, develop beautifultowns with historic memories, regional characteristics and ethnical peculiarity. In aword, the vitality of cities must be reflected by characteristics and humanity.Nevertheless, during the vigorous construction of domestic new districts, lackingof city characteristics is an explicit problem. Critiques like “thousands of cities havesame appearance” constantly pop out. Baoxing Qiu, vice minister of Ministry ofHousing and Urban-Rural Development of the People’s Republic of China, lists the “citycharacteristics crisis”, e.g.“thousands of cities taking same appearance”, caused by“mutually cloned contemporary architecture” as one of the “six future crisis of Chinesecities”.After background and foundation study, the main content of thesis consists ofthree parts. The first is exploration and research on the composition, indication,feature and usable scope in urban planning of tangible and intangible elements, whichare two types of city characteristics elements.The second part starts from the planning practice of Linhai, Zhejiang Province,analyzes the two spatial leaps and rise of the new town during urban development,draws a comparative study between the old city, central area of the new city and newtown by sea in terms of history, culture, natural environment, street texture, urban life,functional scheme, traditional custom, intangible culture, planning management, etc.The third part is based on the result from previous chapters. It gives a conclusionfrom macroscopic, mesoscopic, microscopic, intangible and city managementperspectives, and explores suitable methods of characteristics construction in newdistricts of small-and-middle-sized cities.
