The quality of the products is an important symbol to measure a country’s level ofproductive forces, is the comprehensive reflection of a national technology, level ofeconomic development. With the construction of the cause of the rapid developmentand continuous expansion of the scale of construction, construction quality hasreceived the attention; construction engineering quality management has become thefocus and difficulty of research at home and abroad. Although the research onengineering quality management never stop, a number of research results, but thequality problems emerge in an endless stream. In order to further improve the projectquality management, to adapt to the rapid development of economy, we must strive toexplore new theories and methods of management.Based on the quality of building engineering theory and its current situation,in-depth understanding of the development trend of construction engineering qualitymanagement and its characteristics, based on the analysis of causes and effects due toquality problems of accident; emergency management of process quality accident.Based on the factors affecting the quality of the questions set building on engineering,using the method of grey relational analysis, determine the key factors affecting thequality of construction, and the use of interpretative structural model from the angle ofsystem to analyze and study the relationship between these factors is put forward; andthe core elements of emergency plan, and the formulation of plan evaluation andanalysis. Finally, combined with the characteristics and process control of constructionengineering quality accident management, research on key technology of case-basedreasoning in the application of quality control, using the XML notation to represent emergency management paradigm, the use of fuzzy analytic hierarchy process theoryto determine attribute weights, and the nearest neighbor algorithm to achieve theretrieval paradigm, and discusses the similarity calculation rules different properties. Isan important step in analysis and evaluation of project quality control. And qualitycontrol of engineering project to do a quantitative analysis.Continuously improve project quality is not only related to the survival andsustainable development of enterprises, but also directly related to the improvement ofpeople’s life quality and social stability. Therefore, selection of construction projectquality control and application as the research subject, has the extremely importantpractical significance.
