Research On The Emergency Rescue System Of Highway Network

In recent years， with the development of social economy， the rapid increasing growthof possession quantity of mobile vehicles is bringing unprecedented pressure to the existinghighway network， traffic congestion occurs frequently in part area of highway network，which serious affect the efficiency of the highway network transportation and the stability oflocal economy development. How to efficiently and safety establish emergency mechanism ofhighway network in scientific and reasonable has becoming one of the hot research areas inthe current highway traffic science and technology workers. In addition， for a long time，highway transportation has been affected by adverse weather conditions such as fog， rain，snow， natural disasters such as earthquake， debris flow， road construction， major trafficaccidents and other emergencies， which the resulting traffic accident serious threatenpeople’s life， the security of the property and the efficiency of road transportation.Based on the connotation，objects，tasks，and other principles of the highway networkemergency rescue， this paper analyzes the characteristics of the emergency， organizationsand the workflow of the highway network emergency rescue roundly. In addition， this paperconstructs the system of the highway network emergency rescue， including the layout ofweather monitoring facilities， the emergency staffing， the equipment of the emergencysupplies and the location points of the emergency supplies. According to the above， thispaper designs the organization security system of the highway network emergency rescue，including the construct of the emergency rescue plan for the library， the emergency trafficcontrol strategy， the traffic control plan strategy under meteorological disasters and theinformation dissemination strategy under emergency traffic incidents. Also， the paperresearches the emergency traffic organization strategies hierarchically.Lastly， based on the above theoretical analysis，choosing highway network in shaanxiprovince as an example， in shaanxi province highway network of emergency rescue systemand the highway emergency rescue organization guarantee system has carried on the analysis，verified the rationality and practicality of the system.
