The road traffic network is the most important post-earthquake lifeline system. Withthe frequent occurrence of earthquake in China these years, the post-earthquakeemergency rescue processes not only fully represent the importance of road trafficnetwork, but also expose the vulnerability of road traffic network at the same time. Afterthe occurrence of earthquake, the earthquake damage may cause change to trafficnetwork with different degrees, affecting the route travelling time, route safety and routetraffic capacity to varying degrees, which may cause the damage of traffic networkfunction. While traffic network plays a vital role in emergency evacuation and rescue,transporting supplies, personnel evacuating and so on. Therefore, it is necessary toresearch and develop the post-earthquake emergency scheduling decision supportingsystem for traffic lifeline, so as to provide users with psot-earthquake route planning,post-earthquake routh damage risk level assessment information, disaster information andso on, which could not only satisfy the emergency rescue demand, but also could meetthe "travel demand" of the public after earthquake.In order to provide post-earthquake rescuer and common people with timely disasterinformation and safe and reliable route planning, this paper focuses on the study of thepost-earthquake route damage risk assessment model and the post-earthquake emergencydispatch route planning model on the basis of A*algorithm. Under the supporting job ofmodels, the paper designs and developes the post-earthquake emergency dispatchdecision supporting system for traffic lifeline, which ends up by using the magnitude7.0Lushan earthquake as the example to test the system. The specific research contents areas follows:1) Analyze and establish the system technique route and introduce the keytechniques involved in system research and development on the basis of the comparisonof domestic and foreign research status.2) Analyze the characteristics of post-earthquake emergency dispatch, research theeffect of earthquake on road network and the characteristics of emergency dispatch routeplanning, and establish the key issues needed to be solved by system model.3) Conduct the study on post-earthquake route damage risk assessment model byconsidering factors like seismic intensity, design intensity, secondary geological disasterand so on.4) Research and develop the emergency dispatch route planning model on the basisof A*algorithm by taking three factors of travel time, route safety and route flexibility asobjective functions.5) Conduct system requirement analysis, overall design and detailed design inaccordance with the software engineering ideas, so as to achieve the post-earth decisionsupporting system for traffic lifeline, and the actual data of Lushan earthquake is used toconduct the system application verification.
