| Low-carbon Community, as a basic unit for low-carbon urban construction andlow-carbon economy development, has become an important space carrier to researchand practice low-carbon theory for scholars from various countries. An effective planningimplementation performance evaluation can not only enhance the level of communityplanning implementation, but also feedback the shortcomings and deficiencies of thecommunity planning timely, and to achieve the low-carbon goal of the communityplanning. Therefor, it is imperative to build a community planning implementationperformance evaluation model complied with the low carbon community planningimplementation objectives and planning objectives. This thesis is selected the low-carboncommunities as the research subjects. researched the existing low-carbon communityplanning theory and practice, combined with the characteristics of community carbonemissions, the thesis is proposed a low-carbon community planning system firstly. then inthe frame work of the low carbon community planning system, the thesis is researchedand built a performance evaluation model to evaluation the implementation effect of thelow carbon community planning system.This thesis is based on the relevant literatures about the low carbon communityplanning and evaluation, combined with the typical low carbon community planningpractice experience at home and abroad, analyzed the main factors affecting the level ofcarbon emissions including community building system, transportation system, energysystem, environment system and green space system five aspects, put forward theprinciple and goals of low carbon community planning, and built up the low carboncommunity planning system including the land use planning, the road traffic planning,green space system planning, power system planning, environmental planning and greenbuilding design six parts. Used the low carbon community planning system as a basicbenchmark, based on the urban planning evaluation and the performance evaluationtheory, this thesis is presented the composition of the low carbon community planning implementation performance and established the implementation of integrity evaluationmodel, the effectiveness evaluation model and implementation of satisfaction assessmentmethods respectively by using carbon footprint assessment method and fuzzycomprehensive evaluation method. Taken the Baibuting community in Wuhan as example,the thesis is applied the established evaluation model to carry on the empirical research,and shown that the evaluation result of the community planning implementation integrityis "good", the evaluation result of the implement effectiveness is "very effective", theevaluation result of the implementation satisfaction is "very satisfied". This thesis isproposed the low carbon community planning system and the low carbon communityplanning implementation performance evaluation model, which is provided a newthought and method for the low carbon community planning and the evaluation after theplan brought into effect. |
