The implementation of Beijing’s historical conservation areas planning has beentaken on for over ten years since the promulgation of the2000conservative planning.Yet the planning, with its effects and mechanism, has never been systematicallyevaluated, which is substantial to enhance the efficiency of it.Shichahai District is one of the25conservative areas, and its implementation hasfollowed the ‘small-scale’‘progressive’ renovation mode in the past ten years. Itsdiversity of spatial and social networks has made it typical among others. As therequirements of the city government evaluation of Beijing’s master planning, theintrospection to the historical areas is essential, and the author takes this opportunity tomake a relatively full scan into this area.The research is based on the summary of the conditions and development processof Shichahai with spatial and temporal analysis. The framework of the evaluationconsists of a double-level index system, which put forward the discussion of thedistrict’s authenticity, integrity, and continuity during the implementation. Besides, theresearch draws the analysis of the plan, the effects of policies, social and economicbackground into the evaluation with the multi-demand participators in the process. Eachof these factors has played an active and varied role in the planning and the districtdevelopment. Lastly, from the conclusion of the evaluation, the author emphasizes theimportance of the values in the planning process and the significance of the evaluationprocedure.
