Study On The Maintenance And Management Of Rural Roads In Mountainous Area Of Qinglong Manchu Autonomous County

Rural roads construction, as an important infrastructure, is closely related to people’slife. The development of rural roads has great importance to promoting the economic andsocial development of rural areas. In recent years, rural roads in Qinglong ManchuAutonomous County has developed greatly in both quantity and quality,a safe andconvenient rural roads net, which covers the whole county, and extends in all directionshas been knit. With the increasingly prosperous economic production, together with thelow level of roads in mountainous area and frequent damage, rural roads needs constantmaintenance and management. However influenced by topography, economicdevelopment level, and perception, etc., problems of management and maintenance system,fund procurement, team construction and technical level gradually raised, whichinfluenced the promotion of rural road service quality and service level. It has importantresearch value and practical significance to study the maintenance and management ofrural roads in mountainous area of Qinglong Manchu Autonomous County, foraccelerating the agriculturalization, industrialization, and urbanization, and promoting theeconomic and social development of mountainous area.Starting from the definition of rural roads, this thesis concludes and analyzes thebasic meaning and great importance of rural roads maintenance and management. Thenthe paper analyzes the highlighting problems and its cause of formation of rural roads inQinglong Manchu Autonomous County through the investigation and research into thecurrent situation of the management and maintenance of local roads, by methods ofliterature analysis, case study, onsite investigation and inductive research, and formed theways and methods to solve rural roads maintenance and management problem in thiscounty.Then the paper provides suggestions on perfecting rural roads management andmaintenance, based on all kinds of problems concluded and practical situation in thiscounty and relevant policy. The suggestions are mainly about rural roads construction,boosting traffic economy, facing irresistible force, perfecting management and maintenance system, launching marketization reform, broadening channels of fundprocurement, enhancing management of road property&right and preventablemaintenance, and using the policy of national autonomy and development of supportingpoor, etc. The main task of this paper is to explore a rural roads maintenance andmanagement way with the feature of mountainous area, which is based on practicalsituation and adjusted to local conditions.
