Because of China’s large population, the per capita level of resources has far belowthe world level, the energy problem has gradually threat to the normal development ofChina’s economy. New energy development is an important part of China’s energydevelopment strategy, to which the Chinese government attaches great importance. Windpower possess the merits of no pollution, renewable, less land occupation and shortconstruction period etc. With the operation of wind power and maturing of manufactureindustry technology, wind power is one of the most promising renewable energy. In therespects of saving coal resources and protecting the environment, the construction ofwind farms has obvious economic benefit, social benefit and environment benefit. Sinceit’s difficult to develop wind energy projects, which also have high investment risk, thefeasibility research is absolutely important before the investment decision.On the basis of comprehensive study of a large number of papers, according to thecharacteristics of the wind energy project, this paper built a multi-level and multi-indexcomprehensive evaluation index system, which is constructed from four aspects oftechnology, economy, society and environment. By comparing a variety ofcomprehensive evaluation methods, this paper chooses the fuzzy analytic hierarchyprocess (F-AHP) for the comprehensive evaluation of the feasibility of wind energyprojects. This paper used AHP to determine the weight value of the index system, andthen used the fuzzy comprehensive evaluation method to evaluate the index system.Finally, choose a special wind energy project for the empirical research. In this part, thepaper first evaluate the single factor of the wind energy project’s technology, economy,society and environment, and then evaluate the wind energy project’s feasibility. Thispaper verified that the index system is validity and comprehensive, and the integratedevaluation method is practical.
