With the continuous improvement of the rapid economic development and scienceand technology, the disadvantages of the traditional power grid management systembecome more and more obvious. In order to resolve this situation, we conducted aseries of electric power system reform which related to dispatching management,distribution network management mode, substation management mode and so on. Thehuge challenge we face is establish a network operation management mode whichhave the able to fit the rconomic development and the development of the grid.This paper compares and analyzes the grid operation and management mode ofeach region and abroad. We discussed the situation of A City, proposed regulationintegrated operation management mode. The main work of this paper include:1.analyzing the development process of regulatory integration;2. analyzing thecharacteristics of grid operation, finding related theories, looking for the institutionalsettings circumstances of substation in the case of management state;3. designing thepreferred embodiment of the integrated-control through the theory and the actualsituation results;4. evaluating the regulation integration theory by life cycle theory.The study showed that the regulatory integration theory can make effective use ofhuman resources and it reduces the intensity of the work of staff, while improvingtheir management level. Compared with the previous management operation mode,the integrated management model is more economical and have a stronger ability toadapt to future economic growth and development of the grid.
