With China’s rapid economic development, the demand of the national production ofelectricity is gradually increased. To ease the tight supply of electrical energy, low powergeneration efficiency, some "large pressure on the small" policies have been put forward,which also brought the gradual implementation of a series of large-scale power plantpower project. Compared with the general projects,power projects with the large amount of investment, capital-intensive, long constructionperiod, and a wide variety of uncertainties, so that there are significant risks in the powerproject construction process. How to effectively control the uncertainties in theconstruction process to minimize the risk of construction, have a direct impact on thepower plant efficiency and sustainable development.In this paper, on the basis of risk management theory, risk management theory ofelectrical engineering project is described in detail. Take the Huozhou "large generatingunits instead of small generators" project for the study, risk identification, risk assessment,risk response as the main line, and focus on the risk management for the constructionproject. The full range of construction risk management and control will effectivelyprotect the quality, schedule and safety of electrical engineering, risk managementresearch on the construction project is imperative.On the basis of overview of the "large generating units instead of small generators"policy and Huozhou project, the definitions, principles, process and methods of the riskidentification of power project construction has been described in detail, and then forthe risk identification of the Huozhou project construction, identify the22moreimportant factor; Then, determine the appropriate risk assessment method for the powerconstruction project: using the network analytic hierarchy process to determine theweight of each index, a comprehensive evaluation of the construction risk with fuzzycomprehensive evaluation method; The results show that the construction of the projectwith less risk and better control; Finally, as for environmental risk, economic risk,technology risk, management risk, coordination risk and security risk, the appropriaterisk coping strategies are put forward, and provide some theoretical reference for thesubsequent development of the project.
