Research On Management Model And Operation Mechanism Of BT Mode During The Project Implementation Stage

With the development of national economy, the state of national infrastructure and public utilities projects demand increased. However, the infrastructure and public utilities project is usually generally in a big scale, the capital demand is high, which is far more than the government’s financial ability. Therefore these require the government to change the traditional concepts. And they need to seek a new financing way actively, to absorb a large number of idle social capitals. In this circumstance, BT mode arises. As a new type of financing construction mode, it not only can ease the government’s financial pressure, but also can change the function of traditional government management, so that the latest construction technology and management method can be introduced, to contribute to the infrastructure and public utilities project.At present, the development of BT mode in foreign countries has already become more and more mature, but it is still in the stage of exploration and research in our country. We do not have the corresponding laws (regulations) and the standard system. So it exposed many problems in the practical operation, and all these things need to fumble continuously in practice, summarizing and perfecting. In order to study the management model and operation mechanism of BT mode during the project implementation and grasp its operation, this paper carried on a deep research based on learning and using for reference both at home and abroad about BT mode theory and practical experience:First, It introduced Gaojia huayuan engineering BT project operation background(General situation, characteristics of engineering project),the problems existing in the current operation and four kinds BT mode of operation management. Established a solid theoretical basis and carried on the analysis to the BT project related to some project. Then the paper put forward some solutions of the problems existing in the current operation situation and carried on the detailed analysis of the BT mode of operating mechanism(cost control mechanism, restriction mechanism, risk management mechanism, supervision and control mechanism, communication and coordination mechanism and incentive mechanism); At last, the paper discussed some question with the examples of Gaojia huayuan engineering BT projects, including the management model, the main body of the project analysis,"four goals" control, achievements and defections.The aim of the BT mode management model and operation mechanism research is to guide BT model how to use the infrastructure projects and public utilities in a better way in the construction of the project, to provide more standard and useful operation instruction, to avoid BT project in the operation problems and difficulties. These further studies will standardize the actual project operation, to supervise and urge the government to establish a better BT’s legal system, and is also has important theoretical significance and practical value, to promote the investment and financing system and to construct project management mode innovation.
