Abstract/Summary:
Cross regional mega infrastructure projects have the complexity of construction and management.In the new era,it is a major practical demand for high-quality economic development to continuously and effectively play the overall effectiveness of major infrastructure projects.For a long time,major infrastructure projects in China take construction as their goal.There is an inherent thinking of focusing on project construction and ignoring operation and maintenance,which makes it difficult to maximize the overall efficiency of the project.The Hong Kong-Zhuhai-Macao Bridge is a representative project in the strategic development of the Guangdong-Hong Kong-Macao Greater Bay Area.There are many innovations in its technology and management,but there are also some problems.Therefore,to study the problems existing in the operation and maintenance management of the Hong Kong-Zhuhai-Macao Bridge is of great significance to the construction of the GuangdongHong Kong-Macao Greater Bay Area.This study takes the Hong Kong-Zhuhai-Macao Bridge as the research object and takes the operation and maintenance management as the core point.Based on the analysis of the status of the Hong Kong-Zhuhai-Macao Bridge’s operation and maintenance management model,it summarizes its existing problems and draws on the successful experience of three typical cross-regional infrastructure projects.After that it analyzes the root causes of existence and put forward countermeasures and suggestions for implementation.First of all,this article takes the Hong Kong-Zhuhai-Macao Bridge’s organizational structure,organizational structure,main business maintenance model,operation management objectives and concepts as the entry point.It sort out Hong Kong-Zhuhai-Macao Bridge’s operation and maintenance management model,and use the PEST model and SWOT model to analyze its operation status under the current operation and maintenance management model.Then,this paper selects three typical cross regional major infrastructure projects,sorting out the current status of its operation and maintenance management model,caring out comparative analysis,and then summarizes the four characteristics of the operation and maintenance management mode of cross regional major infrastructure projects: marketoriented operation is on the rise potential;strong support from governments at all levels,technological innovation has become an important means of modern operation;the emphasis on infrastructure maintenance and management has increased.At the same time,it also provides a reference for solving problems in the operation and maintenance management of the Hong Kong-Zhuhai-Macao Bridge.Finally,based on the previous enlightenment and the theory of sustainable operation,management mode and mechanism design,this paper analyzes the main causes of the problems in the operation of Hong Kong-Zhuhai-Macao Bridge,and puts forward the improvement countermeasures and implementation suggestions for the operation and maintenance management mode of Hong Kong-Zhuhai Macao Bridge for different reasons,which provides reference for the optimization of the operation and maintenance management mode of Hong Kong-Zhuhai Macao-Bridge.The three countermeasures are: to establish internal and external feedback mechanism;to establish talent incentive mechanism;to establish PDCA cycle evaluation system.
