In1860, Yingkou became a business port, the shipping of Liao He became more andmore prosperous. However, in1902, ice-free port, Dalian port began to run, in1903, theSouth Manchuria Railway (that is, a part of Middle East Railway from Changchun toLvshun) started, coupled with the Liao He river alluvial year by year, shipping conditionsdropped heavily, the export trade center of Liaoning transfered to Dalian gradually,Yingkou business interests meeted great challenges. In this background, in1911, localgovernment of Yingkou and consuls from countries discussed to establish Liao HeEngineering Bureau, which mainly responsible for protecting embankments anddownstream desilting bed cleaning. The bureau which hadn’t been approved by the Qinggovernment began to operate. In1914, Liao He Engineering Bureau was proved andrecognized by Yuan Shikai, and revising the articles of association of Liao HeEngineering Bureau. In1932, the Puppet Manchukuo government received Liao HeEngineering Bureau and until1934became a part of Yingkou Liao He program offices.This paper uses a lot of firsthand material, and strive to restore a true Liao HeEngineering Bureau, to facilitate further paves the way for Liao He preconditions forgovernance research work.
