| With the continued improvement of national market economic system and thecontinued reform of project construction management system, the price of constructionindustry is getting more and more transparent, which brings intense marketcompetition and fierce survival challenge for the construction enterprises. There arealso many cost management problems existing in construction enterprises, for example:lack of awareness on the importance of cost management system or lack of a wholecost management system; the cost management plan was not followed as afundamental guidance; the construction on-site management performed not wellenough, with the serious problems of material waste; during the construction period,sometimes in order to reach the project plan, the working team has to speed up theconstruction, which normally will increase the real cost and deviate from the cost plan;lack of practical reward and punishment mechanism etc.This paper takes Bid Section IV of Wandishugang Road Elevated Construction asthe specific targeted project. By using cost management theory and practice, combinedwith the domestic and abroad management studies on cost control, the paper providescost element analysis method for cost control, focusing on how to analyze and studythe factors of cost control in the different phases of the project cost management.This paper starts with a brief summary on the theory of the project costmanagement, followed with an introduction of the Wandishugang Road elevatedengineering project itself, then studies the project early phase on the costs of labor,material, machinery, capital etc, those aspects from cost planning management toproject cost control management. Through the concrete project study, this paperemphasizes the analysis on the five main factors in the project cost management andalso carries out the study on the cost control measurements in the cost management. Inthe end, this paper provides the cost management strategy for the project management with the aspects of building the whole process, fine detailed cost control chain, ofbuilding the responsibility assessment mechanism combined with both responsibilityand right, of improving the practice to use the cost factors analysis method in theproject cost management etc.Through the project study on Wandishugang Road elevated construction for bidsection IV, the conclusion is: cost management is a systematic project which requireswhole staff participation and all functional department supervision, involves all theaspects throughout the whole project life circle. For the construction enterprises toreach the target of cost control and their economic benefits, the cost managementsystem has to be built on the dynamic whole process, emphasizing the cost control andproject management responsibility. |
