The18th CPC National Congress puts the new urbanization on a more importantposition, especially emphasizing the "quality" improvement in the urban development process,and requires us to take a new intensive, smart, green and low-carbon urbanization way.Considering the environmental problems caused by urban development, with many cities inChina suffered foggy weather in2013winter, many people are willing to take measures toimprove the environmental quality nowadays. Controlling the carbon emissions is one of themost effective methods to reduce the environmental damage brought by economicaldevelopment. Since cities are the foremost place for humans, they are the main placesabsorbing the carbon emissions. The article commences the theories of low-carbon city, thenstudies on Changchun’s situation, lastly proposes technical plans.Changchun is an old industrial base, that mainly developing the secondary industry and itis still playing an important role in the urban developmental process. The dominant sectorssuch as automobile manufacturing, agricultural processing, the energy industry and thepharmaceutical industry are traditional "high energy consumption, high pollution, highinvestment" industries. Additionally, the traffic congestion and the large coal consumed inwinter heating in Changchun have exacerbated the deterioration of the pollution with largercarbon dioxide emissions. More seriously is that Changchun is always inadequate investmentin research and development, promotion of new energy and new materials and it shouldpromote the enhancement in resources recycling.This article based on the analysis of Changchun’s situation, formulates seven technicalparts planning on carbon emissions in Changchun, and proposes related countermeasures andsuggestions.The first part introduces the backgrounds, aims, significance and techniques, thensummarizes the theories of low-carbon urban studies both in China and other countries.The second part studies on theories of new urbanization and low-carbon city, includingthe interpretation of the new urbanization’s connotations and requirements. For example, thetheories of low-carbon city: compact city, traffic planning, green planning, circular economyand so on.The third part analyses the socio-economic development situation, spatial structure,traffic transportation system, energy usage, infrastructure and green land systems inChangchun, which demonstrates necessity and availability of low-carbon urban planning in Changchun.The fourth part proposes the Changchun’s low-carbon planning from seven technicalpars, which are the energy supply, industry economy, urban transportation systems, water andsolid waste planning, low-carbon settlements and renovation of existing buildings and theconstruction of natural carbon sinks systems.The fifth part makes the conclusion and proposes the forward direction in urbanlow-carbon planning.
