In recent years, due to the rapid increase in electricity demand, the existing substation is difficult to meet the needs of grid technology development and safe operation of the power grid. Thus, the reformation of substation has been more and more important. Different from new substation projects, substation reformation projects are characterized by large workload, varied methods, broad construction, cross operations and other aspects. Currently,11OkV substations and substations below11OkV in China are in need of many reformation or expansion work. However, China’s electric power reformation projects lack economic and efficient project management system. Therefore, it is significant to apply modern quality management and progress management to11OkV substations and substations below110kV.This paper pays attention to the actual situation of construction project installation project, materials and equipments supply and the project progress etc. in the Qiaotouzhan110kV substation reformation project of Jiangmen. First of all, the basic principle and theory about progress control and quality control are introduced. Secondly, the property of substation reconstruction project is generally defined, in order to distinguish it from the new substation project, and quality management and progress management of reconstruction project are proposed. And also the relation between progress objective and quality control are demonstrated. Then, on the base of the Qiaotouzhan110kV substation reformation project, we combine the "5S" management method and design a continuous improvement pattern to control and improve the quality of the project. At the same time, based on the overall process of this substation reformation project, the paper uses Work Break Structure (WBS) to decompose the project work. Based on this, the paper adopts network planning technique (CMP) to estimate and analyze the duration of the key process of the project, and the earned value principle is used to analyze the project schedule control. According to the analysis above and research of other scholars, factors influencing the project quality and progress are identified, and the index system is obtained, then we use the fuzzy comprehensive evaluation method to determine the project quality and progress level. Finally, based on the result of fuzzy comprehensive evaluation and the existing problems in the project quality and progress management, this paper put forward a number of solutions. This paper could provide reference for the quality and progress management work of substation reformation projects in China.
