Abstract/Summary:
At present, more and more scarce land resources is forcing China’s urban development change from the "incremental land development" to "inventory land adjustment". The city urban renewal is an important stock of land re-development initiatives, and "from bottom to up" renewal mode is of significant, because it reflects the "small-scale, organic, progressive" features. as an example of such mode, Shanghai Tianzifang regional even became a monument of Shanghai urban renewal.However, by the query and field research, I found that the Tianzifang region in recent years began to appear a tendency of single function and composition of the population in the development process; practical problems exacerbate conflicts between different groups and so on. Risks and obstacles caused by the existence of these phenomena will threaten the continuous updating and development of Tianzifang.In further analysis, by introducing a theoretical perspective "common pool resources" of Oster Roma, I found Tianzifang update mode is a one which is more inclined to the "privatization way" to the question of "common pool resources using", and because of the difficulties for private ownership division of public resources and the dispersion of decision making which made by "privatization", Tianzifang in the renovation process can not overcome the "free rider" phenomenon and meet troubles when negotiating with external organizations.Based on this understanding, the author proposes a self-organized way to replenish the urban renewal mode of Tianzifang. In respect of the market mechanism, uniting the old Town community stakeholders through self-organization to overcome externalities and build a communication platform with external organizations. And on this basis, the author put forward relevant proposals of the urban planning coping way.
