With China’s social and economic progress by leaps and bounds, a sharp rise in private car ownership continues to increase rapidly growing logistics and transportation needs, the demand for highway widening. The highway is designed for automotive high-speed, safe, comfortable driving. The highway is a measure of a country’s level of modernization of the important road traffic signs, but also the requirements of national economic development, the inevitable outcome. During the construction process, the entire process must be safe, standardized, with the effectiveness of the management of the entire construction process, which is a very important risk management mechanism, which is also known as project risk and safety management. In the pre-construction risk assessment carried out on the construction of objects, to understand the specific risks of the whole project, and determine the size of the risk to develop appropriate responses, depending on the risk index, we ensure construction works safely as much as possible so that the entire project to a minimum risk index.This paper reviews the research on domestic and international risk management freeway recent progress, systematically expounded the theory summarized highway construction safety risk management, summed up the project management concepts, characteristics, and type of project management tasks, and define the highway construction risk, security risk to clarify the mechanism of occurrence of highway construction, this paper summarizes the risk management process.In this paper, we master an overview, hydrogeological conditions, emphasis and difficulty of highway construction projects of the Highway Li-pan focusing on the basis of identified risk factors,we analysis the risk of major sub-projects of the highway subgrade Li-pan, bridge construction, tunnel construction, etc.we use systematic analysis method and analysis the roadbed earthwork excavation and digging stonework, embankment slope protection and roadbed fill projects such as the construction process and job types, analyze the possible presence of risk factors; systematic analysis of the highway construction process Li-pan climbing bridge foundation, substructure and superstructure construction and engineering geological conditions of the tunnel, tunnel ventilation, electricity and drainage tunnels and the possible presence of risk factors; we use fuzzy comprehensive evaluation method from human factors, physical factors, environmental factors and organizational factors evaluated in four areas Li Pan highway construction safety risks. According to the assessment results, the paper finally developed a response initiatives roadbed earthwork, bridges and tunnel construction process.
